Traffic citations in Texas are Class C misdemeanors. They stay at the JP or municipal court level. But they count. Under Art. 27.14(c) of the Texas Code of Criminal Procedure, paying a traffic ticket is a guilty plea. DPS gets that report and it goes on your driving record.

The Driving Safety Course under Art. 45.0511 lets a state-approved defensive driving class substitute for a guilty finding. The ticket gets dismissed. You must ask before your court date, not hold a CDL, and not have used the option in Texas in the past 12 months. The violation also can't be for exceeding the speed limit by more than 25 mph. Unpaid Tickets and OMNI Holds
Refugio County courts report unpaid tickets to DPS under Transportation Code Chapter 706. DPS blocks your license renewal with an OMNI hold. Clearing it requires paying the original fine plus a $10 OMNI fee. Pre-2020 OMNI fees were $30.
