El Paso Municipal Court

The El Paso Municipal Court is located at 810 E. Overland, El Paso, TX 79901. The main phone line is (915) 212-0215, and the payment line is (915) 212-0232. This court handles all Class C misdemeanor traffic citations issued within city limits of El Paso. If your ticket number starts with "E," it's a city citation that goes through municipal court.

The municipal court has a public access portal at elpasotexas.gov. You can search by last name and first name, date of birth, citation number, or case number. Case numbers follow the format: "tr year number" (for example, tr2024-12345). Use Google Chrome for the best results on the portal.

Keep in mind there's a 7 to 10 day delay between when a citation is issued and when it appears in the system. Juvenile records are not displayed publicly, and records from before 2006 have been purged from the database. If your case is older, call the court directly.

El Paso County JP Courts

If your ticket number starts with "EPC," it was issued by a county or state officer and goes through one of the six JP precincts, not the municipal court. The El Paso County JP courts handle traffic violations on county roads, state highways, and in unincorporated areas of the county.

The county's JP court information is available at epcounty.com/jp. There you'll find contact information for each of the six precincts. Your citation should indicate which precinct court applies. If it doesn't, call the county clerk at (915) 546-2070 to confirm.

Payment Options

El Paso Municipal Court accepts cash, checks, money orders, credit and debit cards, and mobile payments including Samsung Pay and Apple Pay. You can pay in person at 810 E. Overland or call the payment line at (915) 212-0232 to pay by phone. Online payment is also available through the public access portal.

For county JP court payments, contact the specific precinct to find out what methods they accept. Rural precincts may have different hours and payment options than the city court.

Paying your fine is a guilty plea under Article 27.14(c) of the Texas Code of Criminal Procedure. The conviction gets reported to Texas DPS and added to your driving record. If you want to avoid that outcome, consider deferred disposition or a defensive driving course instead.

Your Rights as a Defendant

In El Paso County, as in all Texas courts, you have the right to see the complaint or citation against you, request a jury trial, be represented by an attorney, and remain silent. These rights apply in both the municipal court and the JP courts. If you don't understand the charges or the process, you can ask the court clerk for clarification before your court date.

Contesting a ticket means requesting a trial setting. You'll need to appear on the date set by the court or have an attorney appear for you. Don't skip your court date. Failing to appear results in a warrant and an OMNI hold on your license, which adds fees and blocks renewal.

Deferred Disposition

Under Article 45.051 of the Code of Criminal Procedure, you can ask the court to defer your case, usually for 90 to 180 days. If you don't pick up another violation in that time, the ticket is dismissed. You typically pay a fee and may have conditions like not getting another ticket. Ask before your court date. The judge can decline your request, but in El Paso it's commonly granted for first-time or minor violations.

Defensive Driving Course

A defensive driving course dismissal under Article 45.0511 is another route. To qualify: request it before your court date, no DSC in the past 12 months, no CDL, no 25+ mph over the limit. You'll need a Type 3A certified driving record from Texas DPS, which costs $12. Courses must be approved by the Texas Department of Licensing and Regulation. After completion, submit your certificate and driving record to the court for dismissal.

OMNI Holds and License Status

The OMNI failure-to-appear program blocks your Texas driver's license renewal if you have outstanding citations. El Paso citations can trigger OMNI holds just like any other Texas court. Check your status at texasfailuretoappear.com. Clearing a hold requires paying the underlying citation plus a $10 fee (or $30 for violations before 2020). Once paid, the hold should clear within a few business days.

Your full driving record can be ordered from Texas DPS. Type 1 costs $4.50, Type 2 is $6.50, and the certified Type 3A is $12. Mail requests go to Texas DPS, P.O. Box 149008, Austin, TX 78714-9008 using Form DR-1.
