Houston Municipal Court

The main Houston Municipal Court is at 1400 Lubbock St, Houston, TX 77002. Phone: 713-837-0311. Hours are Monday through Friday, 8 a.m. to 5 p.m. The court website is houstontx.gov/courts.

Houston also runs eight branch court locations across the city. If you live far from downtown, one of these branches may be closer. Each branch handles its own docket and accepts in-person payments:

The Houston Municipal Court online payment portal at municipalonlinepayments.com/houstontx also works as a case lookup tool. Search by citation number, driver's license number, license plate, or name. This is the fastest way to confirm your case is in the system and see the current balance due.

The statewide TOPICs tool at topics.txcourts.gov/CitationsPublic covers Texas courts statewide, including Houston Municipal Court. It is useful if you are not sure which court has your case. Enter your citation number or name and see what comes up.

If your ticket was issued by a constable or sheriff deputy in unincorporated Harris County rather than by an HPD officer, the case is in a JP court. Use the Harris County JP portal at jp.hctx.net for those records. The jurisdiction matters, so check the issuing agency on your citation.

Note: Paying your fine in Texas counts as a guilty plea under Art. 27.14(c) CCP. DPS will record the conviction. For moving violations, that can push up your insurance rates. Look into defensive driving or deferred disposition before you pay, especially for speeding tickets.

Payment Options

Online payment is available around the clock at municipalonlinepayments.com/houstontx. Pay by credit card, debit card, or eCheck. You do not need to call the court or visit during business hours to pay this way. Search by offense number, violator ID, or license plate to pull up your case.

In-person payments are accepted at the main courthouse and all nine branch locations during normal business hours, Monday through Friday, 8 a.m. to 5 p.m. Bring your citation and a valid ID. The court accepts cash, check, credit card, and debit card at the window.

Mail-in payment is also an option. Make your check or money order payable to Houston Municipal Court and write your citation number on the memo line. Mail to 1400 Lubbock St, Houston, TX 77002. Allow extra time for mail to process before your court date to avoid a failure to appear charge.

Defensive Driving (DSC)

Houston Municipal Court allows eligible drivers to take a defensive driving course to get a citation dismissed. You must request this before your court date. The rules under Art. 45.0511 of the Code of Criminal Procedure apply: you cannot have completed a DSC course in the past 12 months, you cannot hold a CDL if you were driving a commercial vehicle when cited, and certain violations like passing a school bus or failing to stop after an accident are not eligible.

Once approved, pick a course from the TDLR-approved list at tdlr.texas.gov. Courses are available in person and online. After finishing, you submit your completion certificate to the court. The case gets dismissed, and DPS records it as a dismissal rather than a conviction. No points on your record and no insurance impact from that ticket.

Deferred Disposition

Deferred disposition under Art. 45.051 CCP is another way to avoid a conviction. The judge places your case on hold for a probation period, usually 90 to 180 days. If you stay out of trouble and meet the court's conditions, the case gets dismissed when the period ends. No conviction on your record.

This option is useful when you have already taken a defensive driving course in the past year and are not eligible for DSC. It also covers some violations that do not qualify for DSC. The judge has discretion, so approval is not guaranteed. Ask the court about deferred disposition when you appear or call ahead. Some judges require DSC as a condition of deferral, so come prepared for that possibility.

County Connection

Houston sits within Harris County, one of the largest counties in the country. If your citation was issued by a county constable, sheriff deputy, or DPS trooper rather than an HPD officer, your case is in a Harris County JP court instead of Houston Municipal Court. The two systems are completely separate. Check the issuing agency on your ticket.

If you missed a court date and want to check whether a hold has been placed on your license, use the OMNI program site at texasfailuretoappear.com. OMNI charges a $10 fee and blocks license renewal until resolved. The program runs under Transportation Code Ch. 706.

Your Texas driving record is available through Texas DPS. After your case closes, order a Type 2A or 3A record to see how the outcome was recorded. Insurance companies rely on these records, so it is worth checking after a dismissal to confirm it shows correctly.
